PROBLEM TO BE SOLVED: To provide a method for simply and inexpensively producing a functional group-containing diorganopolysiloxane emulsion having a small median diameter and excellent stability. SOLUTION: The method for producing the functional group-containing diorganopolysiloxane emulsion having≤0.30μm median diameter is carried out as follows. An emulsification dispersing treatment of (A) a terminal hydroxydiorganopolysiloxane represented by general formula (1) H-[O-Si(R)<SB>2</SB>]<SB>n</SB>-OH (1) (wherein, R is a monovalent hydrocarbon group; and n is an integer satisfying 10≤n≤200) and having≤3 mass% content of a cyclic low-molecular siloxane having≤10 number of silicon atoms, (B) a functional group-containing organoalkoxysilane, (C) an anionic surfactant and (D) water is performed≥2 times under a high pressure of≥50 MPa to provide an initial emulsion having≤0.30μm median diameter. The resultant emulsion is cooled to≤20°C temperature and emulsion polymerization is then conducted in the presence of an acidic catalyst within 20 h polycondensation time.
