Cosmetic compositions and liquid for permanent hair wave by using the same compositions are provided to perform the permanent hair wave process repeatedly without damage of hair and skin irritation and maximize effects of permanent hair wave. A cosmetic composition is prepared by: dipping beans in water and boiling the dipped beans and bean-dipped water for 5-12 hours; adding at least one selected from Acorus gramineus, peppermint leaf, ginseng leaf, red ginseng, Angelica utilis Makino, tangleweed, Chrysanthemum makinoi, radish juice, pine needle, tangerine skin, mulberry tree, chestnut tree, peach, persimmon leaf, radish, aloe, mugwort, green tea, sponge gourd, Polygonum multiflorum Thunberg and buckwheat into the boiled bean solution and boiling the mixture; filtering the boiled solution with a filter and then filtering the filtered solution with a filter paper; and adding perfumes such as peppermint or herb flavor into the filtered solution.
