PROBLEM TO BE SOLVED: To restore the in-zone information of a SIP server for normally providing a service even if the information of the SIP server where a mobile terminal of an in-zone information management server is resident, without the need for backup by location information. SOLUTION: The in-zone information management server 102 uses an in-zone information management table 111a makes in-zone area information denoting a SIP server in the area of which the mobile terminal of a user is resident correspond to an in-zone warrant flag denoting the reliability of the in-zone area information, and manage them in an in-zone information management table 111a. When detecting the occurrence of its own abnormity, the in-zone information management server 102 sets "no warrant" to the in-zone warrant flag. The in-zone information management server 102 transmits an in-zone inquiry as to mobile terminals of externally designated users to all SIP servers 101-1, 101-2 and rewrites contents of the information management table on the basis of contents of a response to the in-zone inquiry. It is not required to store the in-zone information as backup information by transmitting the in-zone inquiry to all the SIP servers, and the in-zone information can be restored.
