PROBLEM TO BE SOLVED: To provide a method of optical modulation for modulating objective light over a wide band range, and to provide a compact and inexpensive optical modulation element. SOLUTION: An optical coupler is configured by forming a metal thin film 1 on a transparent dielectric material 2, by adhering the film thereto so as to allow the object light to excite a metal interface optical mode on the interface of the metal thin film 1, and disposing a light-scattering material 3 via a gap layer 4. The light-scattering material 3 is vibrated at a desired frequency by an oscillation element 5, to change the position of the light-scattering material 3 with respect to the metal thin film 1, and thereby a reflected light modulated in a wide band is obtained from the optical coupler.
