PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor having small leakage current. SOLUTION: In the solid electrolytic capacitor, an anode comprises a first metal layer of metal foil which is constituted up of one from among niobium, aluminum, and tantalum or an alloy has one as the main component; and a second metal layer which covers a part of the first metal layer surface and contains one from among titanium, zirconium, and hafnium. A dielectric layer comprising an oxide of metal material of the anode is formed on the anode. An electrolytic layer is formed on the dielectric layer to cover the surrounding of the dielectric layer. A cathode, comprising a first conductor layer and a second conductor layer, is formed on the electrolytic layer to cover the surrounding of the electrolytic layer. The cathode and the cathode terminal are connected via a conductive adhesive layer, and the anode lead and anode terminal connected to the anode are connected with each other by welding, and a mold-sheathing resin is formed so that edge portions of the cathode terminal and anode terminal can be pulled out to the outside.
