PROBLEM TO BE SOLVED: To shorten a processing time needed to control a generated code amount to a target code amount. SOLUTION: In S1, a common scale factor initial value is calculated. Then the initial value is corrected in S11. A common scale factor corrected initial value is obtained by adding the difference between an initial value and a final value of a previous frame to an initial value of a current frame. Scaling is performed with the corrected initial value. When it is decided in S3 that a quantizing noise of each subband is less than a permissible noise, variable-length encoding is performed in S5, and it is decided in S6 whether a code amount after the encoding is less than a target code amount. When it is decided that the code amount after the encoding is larger than the target code amount, a common scale factor is varied in S7 to increase a quantization step size and the process is returned to quantization. Then the process is repeated until it is decided that the code amount is less than the target code amount. The process time can be shortened with the corrected initial value.
