PROBLEM TO BE SOLVED: To provide an actuator in which a mechanism of detecting the behavior of a mass part can be achieved easily and at low cost without performing a special process to the mass portion. SOLUTION: The actuator 1 is configured to rotate first mass parts 21, 22 while deforming a first elastic connection part 25 by twisting and, as a result, to rotate a second mass part 23 while deforming a second elastic connection part 26 by twisting. In this second elastic connection part 26, passing-through portions 263 are formed which pass through in the direction perpendicular to rotational center shafts 27 of the first mass parts 21, 22 and/or the second mass part 23. A light emitter emits light toward the passing through portion 263. The light that passes through the passing-through portion 263 is received by a light receiver.
