PROBLEM TO BE SOLVED: To provide a flame-retardant resin composition obtained by improving flame retardancy of thermoplastic plastics or a thermosetting resin. SOLUTION: The flame-retardant resin composition is obtained by compounding a phosphorus-modified phenolic resin obtained by substituting at least one hydroxy group contained in a novolak-type phenol resin with a phosphate ester residue containing an aromatic ring as a flame retardant or a flame-retardant curing agent, with the thermoplastic or thermosetting resin.
