<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of accurately calculating a flow volume necessary for pressure changes, by calculating a flow volume necessary for pressure changes of fluid only by phase-delay compensation calculation. <P>SOLUTION: The fuel cell system is provided with a fuel cell generating power with supply of air and hydrogen gas, a compressor supplying air, an air pressure valve operating a state volume (a pressure) of the air the compressor supplies, a target pressure calculating part 31, and a target flow calculating part 32. The target pressure calculating part 31 finds a target pressure R<SB>p</SB>of fluid by carrying out a first calculation of delaying a phase against an operation volume of a mobile body mounting the fuel cell. The target flow calculating part 32 finds a target flow R<SB>f</SB>of the fluid by carrying out a second calculation of delaying a phase against an operation volume of the mobile body.
