An apparatus and a method for controlling starting of a motor are provided to facilitate ingress of synchronization by increasing a starting torque by controlling a magnetizer input time according to the usage of an exciting capacity of an auxiliary winding. An apparatus for controlling starting of a motor includes a exciting control circuit(101) and an electric control device(102). The exciting control circuit is formed by including a starting capacitor in an exciting circuit started by a primary winding and an auxiliary winding. The exciting control circuit includes an exciting switch to connect or disconnect an exciting coil with primary or auxiliary winding of a motor by on-off controlling the exciting coil. The electric control device excites the exciting coil by controlling a magnetizer input time according to the usage of the starting capacitor of the exciting control circuit.
