PROBLEM TO BE SOLVED: To provide an electromagnetic wave absorber for protecting human bodies from electromagnetic waves. SOLUTION: The electromagnetic wave absorber 1 and an electromagnetic wave absorbing complex, are formed integrally by including an electromagnetic wave absorbing material 3 in a formation material 2, or formed integrally by including, in the formation material and the electromagnetic wave absorbing material, the electromagnetic absorbing material formed integrally by soaking and sticking it to the formation material, or an electromagnetic wave absorbing material formed integrally by including the electromagnetic wave absorbing material in the formation material. Without damaging a function as a cushon material under an environment exposed to electromagnetic waves, a function is fully fulfilled to reduce influence of electromagnetic waves on human bodies.
