A non-refillable pouring device with a locking function is provided to prevent the injection of a counterfeited content by having a structure that is not able to be dissembled, and reduce a manufacturing cost by having a simple structure. A non-refillable pouring device with a locking function includes a vessel stopper(11), a valve housing(17), a ball valve(18), and an elastic locker(16). An upper end of the valve housing is coupled to a bottom portion of the stopper, and the lower end of the valve housing is inserted into an inner side of a neck portion of a vessel. The ball valve is inserted into the inner side of the valve housing to open and close a channel at a lower part of the valve housing. The elastic locker is coupled to the bottom of the valve housing, is able to be inserted into the inside of the vessel, but is not able to separate from the vessel by the interference of the neck portion.
