PROBLEM TO BE SOLVED: To provide a toner for electrostatic latent image development compatible with excellent mechanical strength and a photo-color developing function, and to provide an image forming method. SOLUTION: The toner for electrostatic latent image development has an inner layer containing a coloring portion which can develop a color by external stimulation and a surface layer, wherein the surface layer is a coating layer containing a resin and the resin contains nitrogen atoms.
