PROBLEM TO BE SOLVED: To accurately count passersby even when many passersby pass through an opening and they continuously pass through. SOLUTION: The passerby counter is provided with a counting control means for counting the passersby corresponding to detection in a counting area having a vicinity area 1a<SB>1</SB>set at a position where the passerby can be detected and a safe area 1b set closer to an entrance 12 than the vicinity area 1a<SB>1</SB>. The counting control means counts the passersby on the basis of the fact that the vicinity area 1a<SB>1</SB>is turned to a non-detection state and the safe area 1b is turned to a detection state, then both areas are turned to the detection state within prescribed time and the vicinity area 1a<SB>1</SB>is turned to the detection state and the safe area 1b is turned to the non-detection state within prescribed time further in at least one of the plurality of counting areas set in the width direction of the entrance 12 at positions on both sides of the entrance 12.
