<P>PROBLEM TO BE SOLVED: To enable to operate a solid-oxide fuel cell at high efficiency even in a low load. <P>SOLUTION: In this solid oxide fuel cell, valves 4-1, 4-2, 4-3 and 4-4 are installed at stacks 1-1, 1-2, 1-3 and 1-4. From a fuel gas supplying control device 5, intermittent driving signals P1, P2, P3 and P4 are given to valves 4-1, 4-2, 4-3 and 4-4, and the opening and closing of the valves 4-1, 4-2, 4-3 and 4-4 are controlled. The intermittent driving signals P1, P2, P3 and P4 are made as pulse signals of rectangular waves, the same cycles, and the same pulse widths, and are given by delays one by one.
