PROBLEM TO BE SOLVED: To provide a wavelength shift type light control element and a method for manufacturing the element having preferable response speed characteristics and suitable for displaying moving pictures, and to provide a planar display device using the above wavelength shift type light control element. SOLUTION: The light control element is equipped with: a color filter layer 3 which selectively transmits light in a specified wavelength region out of incident light; a transmission wavelength shift layer 2 comprising lamination layer of a ferroelectric film having a variable refractive index and a transparent thin film having a refractive index different from that of the ferroelectric film; and a refractive index control means 4 which changes the refractive index of the ferroelectric film. The refractive index control means 4 changes the refractive index of at least a part of the ferroelectric film in the transmission wavelength shift layer 2 to transmit or block light in the specified wavelength region.
