PROBLEM TO BE SOLVED: To provide a surface inspection system and a surface inspection method which can detect flaws on the surface of an object to be inspected, such as a pipe assembly with high accuracy and decide the quality of the object to be inspected, on the basis of the detection result with high accuracy. SOLUTION: The surface inspection system (1) comprises a two-dimensional detector (24) for acquiring an inspection image, obtained by photographing the area, including an inspection area of the object to be inspected, a flaw detection section (33) for detecting information on the flaws of the object to be inspected, on the basis of the inspection image, and a quality decision section (34) for deciding the quality of the object to be inspected, on the basis of the information.
