A permeable block and a method of manufacturing the same are provided to preclude the permeable block from being expanded due to a gelation reaction between silica in glass powder and alkali in cement by using a lithium composition, thereby increasing the use of the glass material such as wasted glass. A permeable block includes cement, glass powder, and aggregate. The block includes a lithium composition having LiNO2, LiNO3, and LiOH. The lithium composition includes 1:0.01:0.01 to 1:0.1:0.1 parts by weight of LiNO2, LiNO3, and LiOH. The permeable block is formed with a passivating film of insolubilized LiO2 and SiO2 on the surface of the glass powder. The block includes 150 to 300 parts by weight of glass powder, 40 to 60 parts by weight of aggregate, and 1 to 30 parts by weight of lithium composition for the 100 parts by weight of cement. |
