PROBLEM TO BE SOLVED: To enhance the reliability of an electric double layer capacitor by enhancing the capacity of a polarizable electrode layer, and preventing destruction of a separator due to expansion of the polarizable electrode layer. SOLUTION: In the electric double layer capacitor, a pair of positive and negative electrodes each having a polarizable electrode layer 4 formed on a current collector 3 composed of a metal foil are contained in a case 8 together with driving electrolyte, such that the polarizable electrode layers 4 are opposed to each other through a separator 5. The polarizable electrode layer 4 is obtained by forming a hard carbon layer 4a, i.e. a layer of hard-to-graphitize carbon where carbon crystallites are oriented anisotropically, on a soft carbon layer 4b, i.e. a layer of easy-to-graphitize carbon where carbon crystallites are oriented isotropically.
