PROBLEM TO BE SOLVED: To provide a shape comparing device and a shape comparing method for computing the similarity of two objects based on the outline information of the objects. SOLUTION: The outlines of the objects drawn on an image is expressed converted into outline primitive sequence, and attribute values on outline primitives and outline primitive configuration are computed to compute similarity between the outlines while keeping the order of polygonal primitives. When input is not the outlines of the objects but the objects drawn on the image, the outlines of the objects drawn on the image in the objects drawn on the input image are extracted.
