PURPOSE: A character action creation apparatus based on imitation studies, method thereof, and recording medium are provided to construct action scripts or databases by automatically creating actions similar with the actual action of humans. CONSTITUTION: A relay unit(110) collects first control values inputted by a user. An action filter(120) compares the first control values with second control values. When a difference between the first control values and the second control values is under threshold values, the action filter eliminates the first control values. When the difference between the first control values and the second control values is over the threshold values, an action quantization unit(130) creates quantized operation by quantizing the first operation control values.
