<P>PROBLEM TO BE SOLVED: To switch a plurality of relay devices irrespective of presence/absence of alarm generation. <P>SOLUTION: A first relay part 54 and a second relay part 56 output transmitting signals, respectively by executing relay processing to a receiving signal received in a receiving antenna 50. A measurement part 64 inputs a plurality of transmitting signals output from each of the first relay part 54 and the second reproducing part 56 and generated from the same receiving signal. respectively and generated from the same receiving signal, respectively. The measurement part 64 measures quality of the plurality of input transmission signals.
