PROBLEM TO BE SOLVED: To provide a composition forming a silicone membrane having a proper uniform thickness and suitable for being used as an interlayer insulation membrane, and also having a low refractive index and excellent in membrane characteristics such as dielectric constant, Young's modulus, etc., and an insulation membrane and a method for producing the same. SOLUTION: This composition contains a polymer of a compound (I) having m-pieces of RSi(O<SB>0.5</SB>)<SB>3</SB>units [wherein, (m) is an 8 to 16 integer; R's are each independently a non-hydrolyzable group, among the R's at least 2 are a group containing vinyl or ethynyl group] and each of the units share oxygen atoms in each of the units so as to join with the other units to form a cage structure, and provided that in the solid portion contained in the composition,≥60 mass% is a polymer obtained by reacting the vinyl groups of the compound (I) with each other.
