PROBLEM TO BE SOLVED: To obtain a steel sheet stably which is free of a scratch pattern, has a dull pattern of even and enough roughness, is excellent in surface properties and strength, and has excellent workability in can manufacturing. SOLUTION: In manufacturing the steel sheet, DR rolling which is a second cold rolling is done (a) by means of a DR rolling mill which is provided with a main reduction stand having a dull finish roll as a work roll adjusted in the range of arithmetic mean roughness Ra between 0.5μm and 2.0μm and a finish stand having a dull finish roll as a work roll adjusted in the range of arithmetic mean roughness Ra between 1.0μm and 3.0μm and (b) under the condition of reduction ratio between 5% and 20%.
