A system for manufacturing a heat insulating board is provided to shorten the manufacturing time and to improve the productivity by carrying out the cutting process directly after simultaneously manufacturing both of the upper and lower faces of the heat insulating board, and more to increase the process efficiency by removing a lower released paper directly after the cutting process. A system for manufacturing a heat insulating board includes: a main frame member(10); a conveyor member(20), arranged over the main frame member in a rotatable manner, and having many driving rollers(21), a pair of chains(23), and a driving motor(25) so as to feed the heat insulating board easily; more than at least one pair of feed projection members(30), arranged in the chains respectively so as to feed the heat insulating board forwards according to the rotation of the chains; more than at least one lower cutter member(40), having many first idle rollers(41), a released-paper removing cutter(43), a first motor(45) for rotating the released-paper removing cutter, two downward rotating cutters(47), and two second motors(49) so as to process a lower face of the heat insulating board; and more than at least one upper cutter member(53), having many second idle rollers(51), two upward rotating cutters(53), and two third motors(55) so as to process an upper face of the heat insulating board.
