PROBLEM TO BE SOLVED: To solve the problems that the outline emphasis of an image except an OSD image is weakened in a conventional outline emphasizing device for limiting a secondary differential signal, a discontinuous point occurs in a space direction when the on/off of the outline emphasis is determined by focusing attention on only one point of the secondary differential signal, and noise occurs. SOLUTION: A pattern recognizer 1 calculates an evaluation function for indicating the degree of steepness at the edge of an input video signal. An LPF 2 is composed of a plurality of LPFs of which low-pass filter characteristics are different mutually. A selector 3 selects the output signal of the LPF that has strong low-pass filter characteristics, and attenuates a high-pass frequency component over a wide range from the plurality of LPFs for composing the LPF 2 as the edge of the input video signal becomes steeper based on the value of the evaluation function from the pattern recognition section 1. The selector 3 outputs the input video signal as it is when there are hardly any edges in the input video signal.
