PROBLEM TO BE SOLVED: To provide an information recording and reproducing device in which if a cable is re-connected again even when the cable is slipped out while dubbing recording is performed for a recording medium from a magnetic tape of a digital video camera, dubbing recording can be started again from a point at which recording is interrupted. SOLUTION: When a cable is slipped out during dubbing recording, a recording time at the time of temporary stop is stored in a memory as a temporary stop recording time and video voice information is stored in the memory as temporary stop video voice information. When the cable is connected again, an interruption time of the cable is calculated by difference between a re-connection elapse time indicating a time clocked by the point of time and a temporary stop recording time. Such operation is performed that the magnetic tape is wound back to the temporary stop position based on the interruption time. When it is judged that a data pattern of reproduced video voice information coincides with a data pattern of the temporary stop video voice information after the magnetic tape is wound back to the temporary stop position, dubbing recording is restarted from the position of the magnetic tape of that time.
