PROBLEM TO BE SOLVED: To provide an aqueous treatment liquid capable of preventing the deterioration in Pb-free solderability of tin or a tin alloy; and to provide a surface treatment method. SOLUTION: The aqueous treatment liquid contains at least a triazine thiol compound expressed by general formula (1), an amine compound expressed by formula, NR<SP>4</SP>R<SP>5</SP>R<SP>6</SP>(wherein, R<SP>4</SP>, R<SP>5</SP>and R<SP>6</SP>are the same or different and each are an alkyl group which may have hydrogen atom or hydroxyl group), and a fatty acid ester compound and/or an alkylsulfuric ester compound. In the formula (1), R<SP>1</SP>and R<SP>2</SP>are the same or different and each are a hydrogen atom, an alkyl group or an aryl group; R<SP>3</SP>is an alkyl group or -SX<SP>2</SP>, and X<SP>1</SP>and X<SP>2</SP>are the same or different and each are a hydrogen atom or an alkali metal.
