PROBLEM TO BE SOLVED: To provide an information management system which facilitates the preparation of information and provides and manages highly reliable information by using an IC chip and an IC chip reader/writer.

SOLUTION: When a user holds an IC chip 103 over an IC chip R/W 105 installed in a street or tourist resort or the like, an IC chip R/W 105 reads the identification information of the IC chip, and a server computer 101 receives the information from the IC chip R/W. The server computer 101 specifies a user from the user information of a user database 121 based on the received information of the IC chip 103, and retrieves the installation place of the IC chip R/W 105, and extracts the peripheral information of the installation place of the IC chip R/W or the relevant information from the content information, and transmits it to the portable terminal of the user, and prepares content for the personal web site of the user, and provides the content to the user.
