PROBLEM TO BE SOLVED: To encode a speech without causing any local allophone. SOLUTION: A speech encoding device comprises a weighting LPC synthesis unit 306 which obtains a synthesized sound by filtering an adaptive sound source and a probabilistic sound by using an LPC coefficient found from an input speech 301, a gain arithmetic unit 308 which finds gains of the adaptive sound source and probabilistic sound source, a parameter encoding unit 309 which performs vector quantization of the adaptive sound source, probabilistic sound source, and gains found by using encoding distortion between the input speech 301 and synthesized speech, a pitch analyzing unit 310 which finds a correlation value by analyzing pitches of a plurality of subframes before an adaptive code book is searched for a starting subframe of a frame, and calculates the representative pitch closest to a pitch period by using the correlation value, and a search range setting unit 311 which sets a search range of lags of a plurality of subframes based upon the correlation value and representative pitch period, thereby making an adaptive code book search within the search range of lags.
