PROBLEM TO BE SOLVED: To provide a PDP with excellent luminous efficiency and its manufacturing method, by thinly forming a dielectric layer with excellent adhesiveness in a CVD method and lowering a drive voltage. SOLUTION: In a structure in which a first bus electrode 41b formed in a thick-film process and a second bus electrode 42b are laminated, the second bus electrode 42b tends to get edge curls 30, which, however, are removed by irradiation of fine particles on them. Therefore, there is no risk of nests produced as spots without film formation due to the edge curls 30, and, the film will not be easily peeled off, even if a dielectric layer is formed in a thin-film process.
