A device for processing P2P EC billing without using an account are provided to enable a user to use the P2P EC by trading contents with a P2P EC system without inputting authentication information. A terminal interface(310) is connected to a user terminal(301) including a P2P EC transaction client program. A network interface(320) is connected to a remote system on the Internet(303). A relay(330) transmits the user authentication information to the remote system through the network interface by responding to a first packet if the first packet received from the remote system through the network interface requests the user authentication information of the user using the terminal. A payment part(340) performs payment corresponding to a payment request without requesting the user authentication information to the user terminal if a second packet received through the terminal interface requests the payment.
