PROBLEM TO BE SOLVED: To provide a moving picture converting apparatus whereby an image with a smooth motion can be obtained even after frame rate conversion while suppressing deterioration in the image. SOLUTION: A whole calculation section of a CPU 103 calculates a whole motion vector Vall from a whole image of one preceding frame to a whole image this time as to received images. Then a region dependent calculation processing section of the CPU 103 calculates a region dependent motion vector Vmn (n indicates an n-th region) from the one preceding image to the image this time as to each division region resulting from dividing the image into a plurality of regions. Further, an interpolation method determining processing section of the CPU 103 selects a frame interpolation method from a parallel movement interpolation processing section or a copy interpolation processing section of the CPU 103 depending on a result of comparing the region dependent motion vector Vmn with a value Vall(Ex-1)/Ex, wherein Ex is a frame interpolation magnification factor, resulting from dividing an output frame rate by an input frame rate, and Vall is the whole motion vector.
