PROBLEM TO BE SOLVED: To sufficiently reduce non-metallic inclusion in a method for producing a high cleanliness steel. SOLUTION: Five or more minutes before solid carbon is charged in slag on molten steel, Al quantity of a stoichiometric value or more required to deoxidize the molten steel, is charged into the molten steel, and after stirring with the stirring power density of≥50 W/ton, the solid carbon having≥90% carbon component and 1-15 mm grain size, is charged on the slag at 0.15-0.40 kg/ton of molten steel and the stirring is performed at≤50 W/ton stirring power density for≥10 min.
