A resin composition for improving physical properties of a ground surface is provided to ensure compression strength, wear resistance and water permeability of a ground surface in a simple cost-efficient manner while not adversely affecting the surroundings. A resin composition for improving physical properties of a ground surface is obtained by diluting or scattering at least one of acrylic, urethane, epoxy, alkyd and rubber-based resins into water, wherein the resin composition comprises 10 g/L or less of volatile organic compounds and 0.1 wt% or less of volatile aromatic hydrocarbons, and uses no lead, cadmium, mercury, arsenic, antimony, compounds thereof and chrome(VI) compounds, wherein the combined weight thereof is 0.1 wt% or less.
