PROBLEM TO BE SOLVED: To provide a noise eliminating apparatus, a noise eliminating method, and a video signal display capable of detecting a motion even from video signals with a high noise component value without misdetection, reducing tailing and after-image, and obtaining an excellent noise elimination effect. SOLUTION: The noise eliminating apparatus includes: a subtraction means 12 for outputting a frame difference between frames of the video signals; a motion detection means 20 for outputting a motion detection signal denoting a motion amount of the video signals included in the frame difference; a noise discrimination means 30 for discriminating a noise component in the frame difference to output a noise discrimination result; a motion degree generating means 19 for generating a motion degree signal denoting the degree of motion by subtracting the noise discrimination result from the motion detection signal; a coefficient conversion means 16 for receiving the motion degree signal and converting it into a circulation coefficient changed with the motion degree signal; a multiplier means 17 for obtaining a noise circulation amount; and an arithmetic means 18 for obtaining the video signals from which noise is eliminated through addition/subtraction between the noise circulation amount and the video signal of the present frame.
