PROBLEM TO BE SOLVED: To obtain a fiber satisfying both excellent durable moisture absorbing performance and water repellent performance. SOLUTION: The hygroscopic/water repellent fiber comprises a moisture absorbing polymer as a core component and a water repellent polymer as a sheath component and has a coefficient of saturated moisture absorption of 3-10 wt.% at 35°C and 95 %RH, a rise in water content of≥1 wt.% in being allowed to stand in an atmosphere at 35°C and 95 %RH for 10 minutes from an atmosphere at 25°C and 65 %RH, and a water repellency of≥80 points according to a spray method of JIS L-1092.
