PROBLEM TO BE SOLVED: To manage the location of a moving terminal dynamically in a wireless IP telephone system, or the like. SOLUTION: A plurality of access points 6h-6p are divided into a plurality of access point groups 7d, 7e. A position management server 3 for managing the position of a terminal 8 is provided with an access point group table 32 for managing correspondence between the access point groups 7d, 7e and the access points 6h-6p and a terminal location information table 33 for managing correspondence between the access point groups 7d, 7e and the terminal 8. The access point 6h notifies its own identifier and the identifier of the terminal 8 under connection with itself to the position management server 3. The position management server 3 clarifies the access point group 7d to which the access point 6h belongs by searching the access point group table 32.
