PROBLEM TO BE SOLVED: To eliminate cutting failure of an article to be shredded by making biting-in of a blade to an article to be shredded sufficient, to eliminate clogging by creating a structure that cut paper is easily discharged from a notch recess, and to maintain a cutting performance always in a favorable state. SOLUTION: The blade 16 and the notch recess 17 are provided on outer peripheral surfaces of the cutters 15a, 15b so as to be alternately repeated in a rotation direction. When a rake angleδof the blade formed by a rotation center O of the cutters 15a, 15b and a surface at the front side of the blade 16 relative to a line connecting the blade distal ends is made to 20°≤δ≤40°, an angleθformed by a plane including the rotation center O of the cutter 15a, 15b and a surface at a rear side of the blade 16 is made to 20°≤θ≤40°, a radius of a virtual outer peripheral circle 27 passing through the blade distal ends of the cutters 15a, 15b is made to R1, a radius of a virtual circle 29 passing through the bottom surface 17a of the notch recess 17 is made to R2 and a connection radius between the bottom surface 17a of the notch recess 17 and a surface at the front side of the blade 16 of the cutters 15a, 15b is made to R3, the connection radius R3 is set within a range of 1/3 to 2/3 of the difference of the radius R1 and the radius R2.
