PROBLEM TO BE SOLVED: To provide hand shake correction device and method in which hand shake can be corrected at high speed with high precision. SOLUTION: A histogram operating section 21 acquires a histogram indicative of each luminance distribution from frame images picked up previous time and this time, and a histogram data difference operating section 24 determines such a luminance level as the difference in number of pixels of the same luminance is equal to or larger than a predetermined level from the difference of both histograms. An image converter 25 creates a specific luminance image consisting of a pixel corresponding to the luminance level from both frame images. A difference data operating section 28 and a movement correction amount operating section 29 operate a hand shake correction amount according to the movement of the device body, based on both specific luminance images. A clip position setting section 30 operates the position of an effective region for the frame image of this time based on the hand shake correction amount, and delivers that clip position data to a moving video compressor 15.
