PROBLEM TO BE SOLVED: To provide a device, a method and a program for processing an image generating an irregular-feeling information displaying the irregular feeling of an object on the basis of an arbitrary region on a digital image and imparting the irregular feeling in the arbitrary region on the digital image on the basis of the generated irregular-feeling information. SOLUTION: The device for processing the image has a means setting a reference region on a first digital image, the means obtaining the pixel values of each pixel at a time when an equalization processing approximately equalizing the pixel values is carried out in the reference region. The device for processing the image further has the means generating the irregular-feeling information displaying the irregular feeling of the object indicated by the reference region on the basis of the pixel values of each pixel configuring the reference region and the pixel values of each pixel at a time when the equalization processing is carried out, the means setting an object region on a second digital image and the means 45 imparting the irregular feeling in the object region on the basis of the irregular-feeling information.
