An apparatus and a method for encoding/decoding an interlaced video signal are provided to solve a problem of the related art that a difficulty exists in motion estimation because information about a neighboring pixel or a neighboring area belongs to a different field. It is determined if a macro-block of a present layer is a field type, and a macro-block of a lower layer is a frame type. A reference index of the present layer is set twice according to intra coding and inter coding if the macro-block of the present layer is a field type. A decoding operation is performed using the set reference index. The reference indexes of first and second sub-blocks of the upper macro-block frame in the lower layer are twice.
