PROBLEM TO BE SOLVED: To accurately detect dangerous circumstances during driving for making a vehicle safely travel. SOLUTION: The sensor information of an image sensor and a voice sensor configuring a driver's condition sensor 121 is analyzed by a driver's condition analyzing part 124 so that driver's condition information can be generated. Information relating to an operation by a driver through a driving operation part 122 is supplied to a driving operation analyzing part 125 so that driving operation information can be generated. Peripheral condition information relating to the surrounding object of an automobile acquired by a traveling sensor 123 is generated, and the presence/absence of the possibility of collision is decided by a danger deciding part 126. Whether or not it is possible to make an automobile safely travel is decided based on the driver's condition information, the driving operation information and the decision result of the danger deciding part 126 by a safety deciding part 128, and when it is decided that it is not possible to make the automobile safely travel, a traveling constraint part 129 is controlled to control a driving control part 130 to forcedly perform driving for avoiding danger.
