PROBLEM TO BE SOLVED: To restrict a communication charge for every communication destination by setting a communication charge limit for the every communication destination, and to achieve proper use of the communication charge.

SOLUTION: (1) An amount of 3,000 yen is paid into a communication charge transfer private account for a customer B105. (2) Information that 3,000 yen has been paid into the communication charge transfer private account for the customer B105 is sent from an S bank 110 to a V telephone company 120. (3) Available communication charge for the customer B105 is inquired. (4) It is notified that the available communication charge for the customer B105 is 3,000 yen. (5) Communication with the customer B105 is established. (6) The communication charge for the customer B105 is subtracted from the available communication charge for the customer B105.
