PROBLEM TO BE SOLVED: To provide information with which an individual user can be sufficiently satisfied by considering the user's preference and a situation at that time by a rule adapted to the user and distributing information reflecting the user's preference thereon in an information distribution system for collecting external information by using communication and selecting and distributing information to the user. SOLUTION: In the information distribution system provided with an information display device for displaying information, a communication means for communicating with an information providing device and a control means for receiving information from an information providing device through the communication means and displaying the information on the information display device, the information providing device is provided with a rule creating means for automatically creating a rule for distributing the information in accordance with a user's past information browsing situation, a reliability calculation means for calculating reliability in each created rule, and a selection means for selecting information on the basis of the calculated reliability.
