PROBLEM TO BE SOLVED: To provide a low-melting lead-free glass excellent in water resistance by a low-temperature process. SOLUTION: In a manufacturing method for the low-melting lead-free glass , the low-melting lead-free glass is manufactured by heat treating a mixture containing at least one kind of strong phosphoric acid (1) and inorganic materials (2) excluding the strong phosphoric acid (1), wherein the content of at least one kind of the inorganic materials is 10 mol% or more in the mixture and the heat treatment temperature is 200 to 450°C.
