A mobile device having a function for displaying a pop-up window using a flash image and a method thereof are provided to show information easily and interestingly by intuitively and dynamically displaying a pop-up window in the form of a flash image. A mobile device(1) having a function for displaying a pop-up window using a flash image comprises an Rx/Tx processing part(60), a decoder(61), a key input part(70), a display part(71), and the first through third memory parts(67-68). The Rx/Tx processing part(60) transmits and receives radio signals. The decoder(61) decodes message information and voice signals from the signals received to the Rx/Tx processing part(60). The key input part(70) is composed of a plurality of buttons. The display part(71) displays a created flash image. The first memory(66) stores various programs activated under the control of a control part(64), background flash images, flash images for the head, body, and legs of each character, speech balloon flash images, and action flash images. The second memory part(67) stores a temporary flash image. The third memory part(68) stores a finally created flash image.
