PROBLEM TO BE SOLVED: To provide a card status change system exchanging information for accurately stopping the function of a card while reducing burdens on both a user and a card issuer.

SOLUTION: The card status change system 10 is equipped with: a certificate reception part 101 for receiving the public key certificate information of the user; an attribute selection part 102 for selecting attribute certificate information corresponding to the received public key certificate information; an attribute transmission part 103 for transmitting issuer specifying information included in the selected attribute certificate information to a cellular phone 20; a change information reception part 104 for receiving changed issuer specifying information transmitted in response to the transmission; and a change information transmission part 106 for transmitting card status change information to card company terminals 32-38 used by the card issuer specified by the received changed issuer specifying information.
