<P>PROBLEM TO BE SOLVED: To provide an inexpensive and miniaturizable wavelength converter exhibiting good wavelength conversion efficiency in a light-emitting device in which a semiconductor phosphor having ≤10 nm average particle diameter is combined with an LED (light-emitting diode) chip and to provide the light-emitting device using the wavelength convertor. <P>SOLUTION: The wavelength converter 1 is formed of a polymer 5 containing droplets 3 having 0.05-100 μm size. The droplets 3 are composed of a liquid 9 with ≤0.1 mass% of moisture content and a semiconductor phosphor 7 present in a dispersed state in the liquid 9 and having 0.5-10 nm average particle diameter. The oxygen permeability of the polymer 5 is ≤10×10<SP>6</SP>cm<SP>3</SP>[STP (standard temperature and pressure)] cm/(cm<SP>2</SP>s cmHg).
