PROBLEM TO BE SOLVED: To provide a terminal apparatus capable of reducing the cost required for protecting the privacy of a user. SOLUTION: A reply key generating section 105 generates a reply encryption key and a reply decryption key. A KANA (Japanese syllabary) key generating section 102 generates a KANA public key and a KANA private key. A request creating section 103 creates an issuing instruction that contains the reply encryption key and indicates that an anonymous public key certificate of the KANA public key is to be issued. A cryptogram creating section 104 encrypts the issuing instruction and transmits the encrypted issuing instruction to a personal identification device 20. A cryptogram decrypting section 106 receives from the personal identification device 20 an anonymous public key certificate encrypted by the reply encryption key contained the issuing instruction and decrypts the encrypted anonymous public key certificate using the reply decryption key.
